Delay and Early Release Schedule
In the event of a 2 Hour Delay Schools will operate as follows:
North Star ECEC: Full day program begins at 9:45 a.m. No morning half day program. Afternoon half day program begins at 12 p.m.
Rising Star ECEC: Full day program begins at 11:30 a.m. No morning half day program. Afternoon half day program begins at 12:45 p.m. Afternoon 2 year old program begins at 1:15 p.m.
In the event of a 2 Hour Early Release Schools will operate as follows:
North Star ECEC: Full day program dismisses at 12:00 p.m. Morning half day program dismisses at 10 a.m. No afternoon half day program.
Rising Star ECEC: Full day program dismisses at 1:45 p.m. Morning half day program dismisses at 11:00 a.m. No afternoon half day program.
Mission and Vision
Philosophy
Stafford Schools Early Childhood Centers provide low income preschool children and those with special needs, as well as their families, with the knowledge and skills to prepare them for success now and in the future – in the classroom, the workplace, and the community. Our commitment is to foster partnerships with family, community, and staff to supply quality comprehensive developmental services for children and families. Implementing this vision requires high expectations in the delivery of children’s educational and family literacy programs, health and safety, dental, nutritional, and mental wellness opportunities. Emphasis is placed on family involvement and empowerment which is essential to the success of the child. Stafford Schools Early Childhood secures an array of individualized services and ensures that community resources are used in an efficient manner.

Early Childhood School Improvement Plan
Goal 1: Support high expectations for academic performance and expand opportunities for every student.
Objective: Every student will meet annual growth goals in literacy, grades PreK-11.
- Target 1: By the end of the first trimester, 100% students will be in the “Beginning” skill development band in the area of Beginning Sounds Expressive as measured by the LLS.
- Target 2: By the end of the second trimester, 90 % students will be in the “Growing” skill development band in the area of Beginning Sounds Expressive as measured by the LLS.
- Target 3: By the end of the third trimester, 90% students will be in the “Strong” skill development band in the area of Beginning Sounds Expressive as measured by the LLS.
Curriculum
Early Childhood Curriculum
Our curriculum is based on the Teaching Strategies Creative Curriculum and addresses all areas of cognitive and developmental growth, including language and literacy, math readiness, science, health and nutrition, social skills, self-help skills, fine and gross motor skills. The children will receive instruction through individual assistance, large group and small group activities. Art, music and outdoor play activities are planned daily. Many opportunities for student choice are presented throughout the day. Young children learn by actively exploring and interacting with their environment. A well-organized classroom, rich in learning materials, supports learning and growth. The space is organized into different centers for learning.

North Star Car Rider Procedures
Early dismissal pick-up ends at 1 :30pm. After 1 :30pm, students must be picked-up in the car rider line.
Afternoon transportation changes can not be requested after 1:30.
Individuals must be 18 or older, listed as an emergency contact and have a valid physical ID present.
We do 100% physical ID check every day!

Arrivals:
Arrival drop-off begins at 7:30 and ends promptly at 7:45am. After 7:45, families will no longer be permitted to sign-in through the line and must sign their child in tardy through the front office. If your child is tardy, please park your car, walk your child to door 1 and ring the doorbell. A staff member will buzz you into our front office to sign them in. For safety reasons please follow the car rider procedures below and do not park and walk your child up to the school, unless you are tardy.

Dismissal:
Dismissal begins at 2:00pm. Please arrive 5 to 10 minutes prior to check-in for dismissal. Individuals picking up must show their physical ID and have their car rider tag displayed (unless the child is a bus rider). We do 100% physical ID checks every day. For safety reasons please follow the car rider procedures below and do not park your car to pick up your child after the early dismissal cut off at 1 :30pm.

Car Rider Line Procedure:
- For safety and to minimize traffic interference a staff member will direct you to pull up to the cones at the end of the school in the lane closest to the sidewalk. The line will service 8 cars at a time. A staff member will direct you forward when it is your turn.
- Once it is your turn, please place your car in park and unload/load the child into your car. Please wait with your child by your vehicle until a staff member meets you to take your child in or brings your child out.
- Car rider tags must be displayed on the review mirror of your car. This allows us to sign your child in and out for you. All cars without a number will be asked to provide the student's name and to also show their ID for staff members to confirm release.
- Do not leave the car rider line or try to pass other cars, even if your child has been loaded or unloaded. Cars must only move forward and are not allowed to reverse. When all 8 cars in the circle have loaded/unloaded a staff member will dismiss the group. Then, the next group of 8 cars will be directed forward.

After signing up and signing an agreement form the family will be issued 3 Car Rider tags that must be displayed on the vehicle's rear view mirror. Each tag will be assigned to one of the adults listed for pick-up. The parent/guardian is responsible for ensuring these tags are given to the correct people.

North Star Bus Procedures
ID is required to pick up your child- everyday, every time.
All children must have a parent, guardian, or designated adult with their ID at the bus stop, in the morning and in the afternoon. Stafford Schools Transportation Department requires that you be at the bus stop 10 minutes before the bus is due. The bus will not drop off a child unless the parent or designated adult is present with their ID. If no authorized adult is at the designated bus stop the child will be returned to the school and you will have to come get your child.
Mornings
- Be ready at least 10 minutes before pick up time.
- Children may not wait alone for the bus.
- Children may not cross the street alone.
- Be at the designated bus stop; the driver cannot wait, due to pick up schedule constraints and issues of blocking traffic.
Afternoons
- An authorized adult must be waiting, at the designated bus stop, to meet child 10 minutes prior to the drop off time.
- Be at the stop; the bus cannot wait.
- Come to the bus door, at your designated stop; state your name and name of child you are meeting. Have your photo ID out to show the driver. The driver may be a substitute and not know you. Ensure that anyone else that is on your approved list to pick up also has an ID at the bus stop, The child will not be released if the adult does not have a photo ID.
- If no one is at the designated stop your child will be returned to school, and you will be expected to pick your child up there.
- If this happens repeatedly Head Start and VPI students will lose their transportation services.
Rising Star Car Rider Procedures
Early dismissal pick-up ends at 2 :45pm. After 2 :45pm, students must be picked-up in the car rider line.
Afternoon transportation changes can not be requested after 2:45.
Individuals must be 18 or older, listed as an emergency contact and have a valid physical ID present.
We do 100% physical ID check every day!
- You will sign for and receive 3 Car Rider Numbers that MUST be displayed in the front windshield of your vehicle. These numbers are for the APPROVED adults you have put on the pick-up list. You are responsible for ensuring that those numbers are given to the correct people. At dismissal each adult picking up a child will need to have the Car Rider tag displayed AND show your ID. They have a list of approved adults to pick up your child and will match that ID to that list.
- Morning drop off begins at 9:15. Afternoon pick up begins at 3:45. For safety reasons, do not park and walk your child up to the school, unless you are tardy. Please, follow the car rider line procedures below.
- Drop off ends promptly at 9:23 (the start of the school day). After 9:30 cars are no longer permitted to go through the line, you will need to park, ring the doorbell, and sign your child in with the office staff.
- The car rider line will service 8 cars at a time. A staff member will wave you forward when it is your car’s turn to enter the circle.
- For safety and to minimize traffic interference for our buses, please drive all the way down to the gravel lot, go through the gravel lot circle and come back to the flagpole circle.
- When you are directed into the circle, stay on the right side (closest to the sidewalk).
- Hang your child’s car rider number on the review mirror of your car. This allows us to sign your child in and out for you. All cars without a number will be asked to provide identification.
- Parents/guardians will place car in park and load or unload their child. Please wait with your child (am) and for your child (pm) on the sidewalk by your car on the yellow line. For the safety of all children, please do not approach the benches.
- Do not leave the car rider line and try to pass the other cars, even if your child has been loaded or unloaded. Do NOT REVERSE. It is not safe. Teach your child patience by your example.
- When all 8 cars in the circle have their children or have dropped their children, you will be waved forward to exit. Then, the next 8 cars will be waved into the circle.
